Description


The Owner is soliciting competitive proposals from qualified general contractors and/or site work contractors for site improvements at the Conyers, Georgia property located at 2014 Old Covington Highway. The project encompasses approximately 8.7 gross acres (6 net usable acres) across Tract A and a usable portion of Tract C (approximately 2.7 acres).


Work is to be performed within the area delineated by the blue boundary line on the attached Site Plan (Exhibit A). The scope consists of four primary work items: site regrading, driveway restoration, pole light installation, and chain-link perimeter fencing.



Scope of Work

Contractors shall provide all labor, materials, equipment, supervision, and related services necessary to complete the following work items. Each item should be priced as a separate line item to allow for phased award if necessary.


Site Regrading

Regrade the site within the blue boundary to establish proper drainage, eliminate standing water, and create a usable, compacted working surface suitable for vehicle and equipment traffic. Work includes:

•      Clear and grub all vegetation, debris, and deleterious material within the work area

•      Strip and stockpile topsoil as directed

•      Cut, fill, and fine-grade to achieve positive drainage across the site with no ponding areas

•      Compact subgrade to minimum 95% Standard Proctor density (or as required by local code)

•      Install and maintain erosion and sediment control measures per Georgia EPD requirements throughout construction

•      Provide an allowance for import/export of fill material if required (identify unit pricing per cubic yard)

Note: Contractor to include in proposal any assumptions about existing grade conditions and anticipated earthwork quantities. A pre-bid site walk is strongly recommended.



Driveway Restoration

Restore the second site driveway as indicated by the orange lines on the Site Plan (Exhibit A). Work includes:

•      Demolition and removal of any existing obstructions in the driveway alignment

•      Subgrade preparation and compaction

•      Installation of driveway apron and curb cut per Rockdale County / Georgia DOT standards

•      Paving or surfacing of driveway to match existing site access road (specify proposed surface type in bid)

•      Grading tie-ins to existing road and site elevations

•      Striping, signage, or ADA compliance features as required by local jurisdiction

Note: Contractor shall verify required permits and include permitting costs and timeline in proposal. Any required encroachment permits or ROW coordination with the county should be identified.



Pole Light Installation

Furnish and install new pole-mounted site lighting at the locations indicated by the yellow star icons on the Site Plan (Exhibit A). Work includes:

•      Supply and install [quantity per plan – approximately 10–12] pole-mounted LED area lights

•      Concrete foundations and anchor bolts for each pole

•      Trenching, conduit, and wiring from a designated electrical panel/service point to each pole location

•      Photocell or timer-based controls for automatic dusk-to-dawn operation

•      All electrical connections, panels, disconnects, and grounding per NEC and local code

•      Photometric plan demonstrating adequate site coverage (minimum 1.0 foot-candle average maintained at grade, or as required by jurisdiction)

Contractor shall specify in their proposal:

•      Proposed fixture manufacturer, model, wattage, color temperature, and mounting height

•      Pole type, material, and finish (e.g., round tapered aluminum, galvanized steel, etc.)

•      Electrical service requirements and any utility coordination needed



Chain-Link Perimeter Fencing

Furnish and install chain-link fencing around the full perimeter of the blue boundary as shown on the Site Plan (Exhibit A). Work includes:

•      6-foot (minimum) galvanized chain-link fence with top rail and tension wire

•      Line posts, terminal/corner posts, and gate posts set in concrete footings

•      Vehicle access gate(s) at each driveway entrance – minimum 24-foot wide double-swing or sliding gate

•      Pedestrian gate(s) as needed

•      Three-strand barbed wire top extension (if permitted by local code; confirm with jurisdiction)

•      Privacy slats or windscreen if required by Owner (provide as optional add-alternate)

•      Gates shall include provisions for padlock or automated access control (price automated option as add-alternate)

Note: Contractor to verify total linear footage of fence required based on actual site survey. Any variance from estimated footage should be identified in the proposal.

Vendor requirements


1.   All work shall comply with applicable local, state, and federal codes and regulations, including Rockdale County and Georgia DOT standards where applicable.

2.   Contractor shall obtain and pay for all required permits and inspections unless otherwise noted.

3.   Contractor shall maintain a clean and safe job site at all times and comply with OSHA requirements.

4.   Contractor shall provide erosion and sediment control in accordance with Georgia EPD NPDES General Permit requirements. If the disturbed area exceeds 1 acre, a Land Disturbance Permit and SWPPP will be required.

5.   Contractor shall protect existing improvements, utilities, and adjacent properties during construction.

6.   Contractor shall coordinate with Owner and any concurrent site operations to minimize disruption.

7.   All materials shall be new and of commercial/industrial grade unless otherwise approved by Owner.

8.   Contractor shall provide manufacturer warranties on all fixtures and equipment, and a minimum one-year workmanship warranty on all installed work.
