Description


This RFP solicits firm bids for two (2) concrete and masonry repair scopes at 4935 Shifri Avenue, Memphis, TN. Both projects have been flagged as safety issues and are to be treated as priority work. These are recurring repair scopes; respondents with prior site history are encouraged to note that in their submission.


Contractors may perform a site walk at their convenience. No scheduled escort is required for the exterior areas. Contractors are expected to assess conditions firsthand before submitting pricing.



  Project 1 — Deteriorating & Lifting Concrete  |  Building 4935-02  


The exterior concrete at Building 4935-02 is deteriorating and lifting, presenting an active trip and fall hazard. The selected contractor must address all affected areas comprehensively.


Minimum scope includes:

  • Full assessment and documentation of all deteriorated and displaced concrete sections
  • Saw-cutting and removal of all lifted, cracked, or structurally compromised slabs or panels
  • Sub-base inspection and re-grading as required prior to pour
  • Replacement concrete poured to match existing finish, grade, and thickness
  • Control joint installation where applicable to prevent recurrence
  • Surface sealing of new concrete
  • Haul-away and disposal of all demo material


Note: Contractor must clearly delineate in their bid whether pricing is based on a full replacement or a repair-in-place approach, and provide sq ft / linear ft unit pricing.


  Project 2 — Fallen Pillar  |  Building 4919  


A structural or decorative pillar has fallen at Building 4919. This represents an active safety hazard and must be remediated promptly.


Minimum scope includes:

  • Site assessment to determine cause of failure (footing failure, mortar failure, impact damage, etc.)
  • Removal of all fallen and compromised pillar material
  • Footing inspection and repair or replacement as required
  • Full reconstruction of pillar to match existing height, profile, and finish
  • Mortar, masonry, or poured concrete as appropriate per construction method
  • Any required anchoring, reinforcement, or base plate work
  • Site clean-up and debris removal


Note: Provide a separate line item for footing repair/replacement vs. pillar reconstruction so costs can be evaluated independently.


Bids must include the following to be considered responsive:


  • Itemized pricing by project (Project 1 and Project 2 must be priced separately)
  • Unit pricing where applicable (per sq ft, per linear ft, per pillar)
  • Material spec sheet or description for replacement concrete / masonry products
  • Proposed project schedule — start date and estimated duration per project
  • Crew size and supervision structure
  • List of comparable projects completed within the past 3 years
  • Proof of current insurance (see Section 5)
  • Completed and signed Bid Form (if provided)


Lump sum bids without supporting line items will not be accepted.




Dealbreakers


The following conditions will result in automatic disqualification of a bid:


  • Failure to submit separate pricing for Project 1 and Project 2
  • Lump sum only bid with no itemization
  • Missing or expired insurance documentation at time of award
  • No documented experience with commercial concrete / masonry repair
  • Inability to begin work within 15 days of award
  • Subcontracting 100% of scope without disclosure


Vendor requirements


Licensing & Credentials

  • Valid contractor's license for the State of Tennessee
  • All applicable local permits pulled and managed by the contractor
  • OSHA 10 minimum for all on-site supervisors


Insurance

  • Commercial General Liability: $1,000,000 per occurrence / $2,000,000 aggregate
  • Workers' Compensation: Statutory limits
  • Auto Liability: $1,000,000 combined single limit
  • Certificate of Insurance naming [Property Owner / Management Company] as Additional Insured required prior to NTP


Site Standards

  • All work to be performed in accordance with ACI 318, ASTM C94, and applicable local codes
  • Contractor responsible for all safety barricading, signage, and pedestrian protection during work
  • No work to begin without written Notice to Proceed (NTP)
  • Site to be left clean and secured at end of each workday


Warranty

  • Minimum 1-year workmanship warranty on all repair work
  • Material warranties passed through to owner
