2026 Asphalt Rehabilitation Program
Shopping Center – Central Avenue Corridor
1. Project Overview
This Scope of Work (SOW) covers asphalt milling, paving, and associated site repairs at a multi-tenant retail shopping center located along Central Avenue. The project is in the planning stage and scope is subject to refinement; the areas identified below reflect the current working scope based on aerial mapping and site walk-through.

The work is being organized into two phases based on access sensitivity and regulatory approval requirements:
• Phase 1 – Ingress / Egress / Main Drive Lanes: Work on drive lanes with direct access to Central Avenue, which is a state-maintained highway directly connected to I-87. This phase is anticipated to require overnight work under NYSDOT coordination.
• Phase 2 – Interior Parking Areas & Repairs: Work on the former Joann parking lot, drive lane in front of Ulta/Burlington, and rear service drive structure repairs. These areas can be scheduled during standard hours or off-peak retail periods.

4. Work Requirements
4.1 Milling & Paving
• Mill existing asphalt pavement to a nominal depth of 2 inches (confirm with bidder recommendation; full-depth repairs as needed where subgrade issues exist).
• Sweep and tack-coat milled surface prior to placement of new asphalt.
• Place NYSDOT-approved hot mix asphalt binder and/or top course to match existing finish grade.
• Compact per specification; achieve smooth transitions to all existing adjacent pavement, curbs, gutters, and drainage structures.
• Adjust all manholes, catch basins, water valves, and utility covers to new finish grade.
4.2 Ingress / Egress – Central Avenue (Phase 1)
• Work on the Main Egress, Main Ingress, and drive lanes feeding Central Avenue is to be completed during overnight hours to minimize impact to traffic on Central Avenue and the surrounding retail tenants.
• Contractor shall provide all traffic control, signage, flagging, and maintenance of protected traffic (MPT) plans required by NYSDOT.
• Contractor shall coordinate with Owner on timing so that NYSDOT permit requests and notifications to adjacent tenants can be made with adequate lead time.
• Provide a production schedule showing mill, pave, and re-stripe operations fitting within approved overnight work windows.
• Note: The Main Ingress may be subject to cost-sharing with Target under the Reciprocal Easement Agreement (defined as Access Drive, approx. 41.16% chargeback). Bidder pricing for this area shall be clearly itemized.
4.3 Rear Service Drive – Structure Repairs
• Repair or replace storm drain and sanitary sewer manhole structures within the rear service drive as identified.
• Sanitary sewer manhole is sinking; scope includes installation of a new precast riser and rebuilding of the structure to the correct grade.
• Patch and restore asphalt around each repaired structure to match surrounding pavement.
4.4 Striping & Markings
• Restripe all parking stalls, drive aisles, stop bars, crosswalks, directional arrows, ADA stalls, and fire lanes within the scope areas.
• All striping to match existing layout unless otherwise directed by Owner.
• Pavement markings to use NYSDOT-compliant traffic paint; ADA markings to meet ADA/ANSI A117.1 standards.
5. Schedule & Timing Requirements
As part of the bid response, the contractor shall provide estimated durations to enable Owner to coordinate NYSDOT approvals and tenant notifications. Specifically:
• Estimated number of overnight shifts required to mill, pave, and restripe the main ingress and egress drive lanes.
• Estimated calendar duration for Phase 2 (parking lot and interior areas).
• Total project duration from Notice to Proceed to Substantial Completion.
• Any seasonal constraints (e.g., asphalt plant availability, temperature minimums) that affect schedule.
Owner intends to use the contractor-provided overnight duration estimates as the basis for coordinating overnight work approvals with NYSDOT.
6. Site Logistics & Constraints
• The center remains open for business throughout the project; tenant and customer access must be maintained at all times.
• All work within ingress/egress drive lanes connected to Central Avenue must be performed overnight unless otherwise approved by Owner and NYSDOT.
• Contractor is responsible for all traffic control, signage, flagging, and barriers.
• Contractor shall stage equipment and materials only in Owner-approved areas.
• Daily cleanup is required; no debris or equipment left in active drive lanes or parking areas during business hours.
• Dust, noise, and odor control to be managed per local ordinance and industry best practice.
7. Bidder Submittal Requirements
Each bidder shall provide the following with their proposal:

Mill & pave unit price ($/SY) – parking lot areas
Mill & pave unit price ($/SY) – ingress/egress drive lanes
Full-depth repair unit price ($/SY)
Manhole / catch basin adjustment ($/each)
Precast manhole riser / rebuild ($/each)

Estimated duration – ingress/egress (overnight shifts required)

NYSDOT work zone / MPT coordination capability
Warranty period
• References from at least three (3) comparable commercial paving projects completed in the past 3 years.
• Copy of applicable licenses and insurance certificates.
• Documented experience performing work within NYSDOT right-of-way or on NYSDOT permits.
• Proposed production schedule and crew size for both phases.
8. Exclusions & Clarifications
• NYSDOT permit fees and application processing – coordinated by Owner, unless otherwise agreed.
• Testing, sampling, and independent quality assurance inspection – by Owner or Owner's consultant unless specified.
• Unknown subsurface conditions, utility conflicts, or contaminated material shall be addressed via change order.
• Landscaping, curb replacement, concrete sidewalk work, and site lighting are not included in this scope.
9. Notes
This Scope of Work reflects the current working scope. Final quantities, phasing, and included areas may be revised by Owner prior to award. Bidders should submit unit pricing in a manner that allows for straightforward adjustment of scope. Owner reserves the right to add, remove, or modify scope areas up to the time of contract execution.
